No application for interstate transfer shall be considered by the Arkansas Natural Resources Commission unless it contains all information requested by the commission including the following:
- (1) Amount of water to be transferred;
- (2) Certification that a copy of application has been filed with the appropriate agency of the water-receiving state;
- (3) Method and route of transfer;
- (4) Point or points of proposed diversion;
- (5) Point or points of use;
- (6) Purpose of use; and
- (7) Water quality impact of proposed diversion.
