- (a) The applicant or any affected person shall have the right to protest the decision of the Director of the Arkansas Natural Resources Commission in granting or denying the application for the interbasin transfer of surface water or to protest any special conditions placed on the approval.
- (b) The appeals procedure is set out in 15 CAR § 1-501 et seq.
- (c) No interbasin transfer of water shall be made until the time for appeal has expired.
