The applicant shall be prepared to prove at the hearing that:
- (1) The water that is the subject of the proposed transfer can be feasibly transported out of the basin of origin to alleviate water shortages existing at the point of proposed use;
- (2) That other available supplies and sources of water in the watershed to which it is being diverted are inadequate;
- (3) That the demands placed upon available water supplies in the watershed to which it is being diverted exceed the water available for beneficial use; and
- (4) That no significant damages should result to the basin of origin as a result of the proposed transfer.
