For purposes of interbasin transfers under this subpart, the state shall be divided into five (5) basins as listed below and depicted in the Appendix at A-1:

1. (1) Arkansas River Basin;
2. (2) Delta Basin;
3. (3) Ouachita River Basin;
4. (4) Red River Basin; and
5. (5) White River Basin.
