(a)

1. (1) A permittee shall notify the Director of the Arkansas Natural Resources Commission of his or her desire to transfer the permit to another person.
2. (2) Permits are freely transferable.

(b)

1. (1) A permittee wishing to make other changes in permit conditions shall seek prior approval of the director.
2. (2) The procedures set out in this part shall be used for permit modification other than as set out in subsection (a) of this section.
