Minimum streamflow is the quantity of water required to meet the largest of the following instream flow needs as determined on a case-by-case basis:

1. (1) Aquifer recharge;
2. (2) Fish and wildlife;
3. (3) Interstate compacts;
4. (4) Navigation; or
5. (5) Water quality.
