- (a) Any person receiving litter from a poultry feeding operation within a nutrient surplus area who intends to use the litter for a purpose other than land application must use the litter in a manner approved by the Arkansas Natural Resources Commission.
- (b) If the person receiving the litter intends to transfer the litter to others, the person must keep transfer records.
