- (a) After an application for financial assistance has been approved by the Arkansas Natural Resources Commission and after the Director of the Arkansas Natural Resources Commission has reviewed and approved an applicant's plans and specifications for the project, no change, modification, amendments, or departure otherwise to or from the approved plans and specifications that would materially or significantly affect total project cost, estimated revenues, or design shall be made, allowed, or authorized without the prior written approval thereof by the director.
- (b) During the period of construction, all material changes of any nature, delays in construction, and changes in contract times must be reported to the commission.
