(b) In all but unanimous decisions the voting on all questions coming before the commission shall be by yeas and nays and the vote of each commissioner present shall be:

1. (1) Announced by the Chair of the Arkansas Natural Resources Commission; and
2. (2) Entered upon the minutes of such meetings.
