(a) Required qualifications. An applicant from a state that does not license designated representatives, installers, and certified monitoring personnel shall meet the following requirements:

1. (1) The applicant shall be sufficiently competent in the onsite wastewater:

   1. (A) Design;
   2. (B) Installation; or
   3. (C) Monitoring; and
2. (2) The applicant for a designated representative license shall meet the qualifications in 14 CAR § 21-1501(1)(B)(i).

(b) Required documentation.

1. (1) An applicant shall submit a fully executed application, the required fee, and the documentation described below.

2. (2) As evidence that the applicant is sufficiently competent in the field of onsite wastewater design, installation, or monitoring an applicant shall:

   1. (A) Pass the required tests for:

(i) Designated representative;

1. (ii) Installer; or

   1. (iii) Certified maintenance person; and
   2. (B) Submit any design or other paperwork indicating experience in onsite wastewater.
