An applicant applying for reciprocal licensure shall meet the following requirements:

1. (1)

   1. (A) The applicant shall hold a substantially similar license in another United States jurisdiction.

   2. (B) A license from another state is substantially similar to an Arkansas license if the other state’s licensure qualifications require:

      1. (i) Designated representatives must be a:

         1. (a) (a) Registered land surveyor;
         2. (b) (b) Registered sanitarian;
      2. (c) (c) Plumber;

      3. (d) (d) Engineer; or

         1. (e) (e) Similarly qualified individual as defined in this part; and
      4. (ii) Certified monitoring personnel and installers have no minimum educational requirements.
   3. (C) The applicant shall hold his or her occupational licensure in good standing.

   4. (D) The applicant shall not have had a license revoked for:

      1. (i) An act of bad faith; or

      2. (ii) A violation of:

         1. (a) (a) Law;
         2. (b) (b) Rule; or
      3. (c) (c) Ethics;
   5. (E) The applicant shall not hold a suspended or probationary license in a United States jurisdiction; and
2. (2) The applicant shall be sufficiently competent in the design, installation, or monitoring of onsite wastewater systems.
