(b) The committee shall:

1. (1) Review and rank grant applications and provide evaluations to the department; and

2. (2) Provide technical expertise in the subject matters of unpaved roads, including, but not limited to:

   1. (A) Construction methods and technologies;
   2. (B) Sediment abatement methods;
   3. (C) Conservation of:

(i) Land;

1. (ii) Soil; and

   1. (iii) Water;
   2. (D) Watershed management;
   3. (E) Road system assessment;
   4. (F) Fisheries; and
   5. (G) Aquatic biology.
