(a) The purpose of this part is to:

1. (1) Implement Arkansas Code § 14-234-801 et seq.;
2. (2) Provide oversight of retail water providers to promote efficiency in service and stability in fiscal management;
3. (3) Provide training and education to governing bodies of retail water providers; and

4. (4) Provide training of local, state, and federal leaders on the issues surrounding provider:

   1. (A) Personnel;
   2. (B) Finances;
   3. (C) Compliance; and
   4. (D) Environmental factors.
