(a) Public libraries and literacy councils wishing to be considered for funding must complete a grant application supplied by the Arkansas State Library.
(b)
(1) Grant applications will be evaluated and scored on criteria developed by the Arkansas State Library and/or the State Library Board.
(2) These criteria will be outlined in the guidelines.
