1. (a) Applicability. All offenders under the care and custody of the Division of Correction and Division of Community Correction (divisions).
2. (b) Policy. To provide for the health and hygiene of offenders confined or incarcerated in the divisions’ facilities, and to maintain a standard appearance throughout the period of incarceration or confinement, minimizing opportunities for disguise and for transport of contraband and weapons.

3. (c) Guidelines.

   1. (1) Offenders shall be provided necessary items and services to maintain personal hygiene and grooming.
   2. (2) Grooming regulations to maintain a standard appearance shall be stated in an administrative directive.
