(a) The facility budget shall include provisions for:

1. (1) Salaries and fringe benefits;
2. (2) Cost of food;
3. (3) Cost of clothing;
4. (4) Cost of medical and related services;
5. (5) Cost of psychological and psychiatric services, if applicable;
6. (6) Adequate physical facilities and equipment and maintenance of same;
7. (7) Cost of indoor and outdoor recreational materials and/or services;
8. (8) Cost of special services as may be required;
9. (9) Budget for education;
10. (10) Training and travel; and
11. (11) Transports.
