(b) Special housing shall have, at a minimum, access to the following facilities:

1. (1) A toilet above floor level, a wash basin, and drinking water (all of which to be available without staff assistance);
2. (2) Shower facilities;
3. (3) Hot and cold running water;
4. (4) A bed above floor level; and
5. (5) A desk or writing surface.
