Activity rooms or detention rooms shall have, at a minimum, access to the following facilities:

1. (1) At least fifty percent (50%) of the facility's rated capacity shall be single occupancy sleeping rooms; and

2. (2) Sleeping rooms shall have, at a minimum, access to the following facilities:

   1. (A) A toilet above floor level, a wash basin, and drinking water;
   2. (B) Shower facilities;
   3. (C) Hot and cold running water;
   4. (D) A bed above floor level; and
   5. (E) A desk or writing surface.
