Written policies and procedures specify that juveniles are permitted to send sealed letters to a specified class of persons and organizations including, but not limited to:

1. (1) Courts;
2. (2) Counsel;
3. (3) Officials of the confining authority;
4. (4) Administrators of grievance systems; and
5. (5) Members of the releasing authority.
