(b) A training program is established by the responsible health authority in cooperation with the facility administration, which includes the following:

1. (1) Recognition of signs and symptoms, and knowledge of action required in potential emergency situations;
2. (2) Administration of first aid and cardiopulmonary resuscitation (CPR);
3. (3) Methods of obtaining assistance;

4. (4) Signs and symptoms of:

   1. (A) Mental illness;
   2. (B) Intellectual disability; and
   3. (C) Chemical dependency; and
5. (5) Procedures for patient transfers to appropriate medical facilities or healthcare providers.
