Written procedures for releasing juveniles include but are not limited to:

1. (1) Verification of identity;
2. (2) Verification of release papers;
3. (3) Completion of release arrangements, including the person or agency to which the juvenile is to be released;
4. (4) Return of personal effects;

5. (5) Completion of any pending action, such as:

   1. (A) Grievances;
   2. (B) Claims for damages; or
   3. (C) Lost possessions;
6. (6) Transportation arrangements;
7. (7) Instructions on forwarding mail; and

8. (8)

   1. (A) Written policies and procedures specify that the presence of a detainer is not an automatic bar to release.
   2. (B) The basis of any such detainer is to be investigated to determine the status of the detainee and when appropriate, the juvenile is to be released to the detainer.
