(b) If juveniles are committed to an adult detention facility, the chief executive shall establish a policy to provide for the following:

1. (1) Supervision, programming, and services necessary to ensure the safety, security, treatment, and educational needs of the juvenile;
2. (2) Classification and housing plans to include, without limitation, a requirement that juveniles be separated by sight and sound from adults;
3. (3) Dedicated staff appropriately trained to manage juveniles; and
4. (4) Compliance with Juvenile Detention Facility Standards, 12 CAR pt. 51, as it relates to housing of a juvenile detainee in an adult detention facility.
