Holding cells as defined herein are not required to conform to the standards set forth within this part, except that a holding cell shall be required to have:

1. (1) Reasonable access to toilet facilities;
2. (2) The ability for observation by staff; and
3. (3) Access to food and water if a detainee is held for more than four (4) hours.
