(b) All housing areas shall have, at a minimum, access to the following facilities:

1. (1) A toilet above floor level, a wash basin, and drinking water, available without staff assistance;
2. (2) Shower facilities;
3. (3) Hot and cold running water;
4. (4) A bed above floor level; and
5. (5) Lighting sufficient for reading and writing.
