The chief executive shall establish a written policy to provide, to the extent possible, the following services and programs:
- (1) Recreation and leisure time activities;
- (2) Library services;
- (3) Educational programming;
- (4) Counseling and rehabilitative services, e.g., substance abuse classes; and
- (5) Religious services.
