(a) The Director of the State Crime Laboratory, after review of written request, may release DNA information from the State DNA Data Bank as long as there is no conflict with provisions of:

1. (1) Arkansas Code § 12-12-312;
2. (2) Acts 2009, No. 974; and
3. (3) CODIS rules and regulations.

(b) Such request must be:

1. (1) On agency letterhead; and
2. (2) Presented by a representative of such agency holding valid photo identification.
