In order to be eligible for relief under Rino's Law, an individual must be either a:

1. (1) Division of Arkansas State Police canine handler and submit a signed TR-1 form as detailed in 12 CAR § 23-107; or

2. (2) Family member of a division canine handler and submit a:

   1. (A) Signed TR-1 form as detailed in 12 CAR § 23-107; and
   2. (B) W-9 form as detailed in 12 CAR § 23-108.
