(a)
(1)
- (A) The Arkansas State Police Commission is composed of seven (7) members appointed by the Governor for a term of seven (7) years.
- (B) The officers of the commission will be:
(i) Chair;
(ii) Vice-chair; and
- (iii) Secretary.
- (C) Election of officers will be held annually at the January commission meeting.
(D) These officers shall perform the duties prescribed by:
- (i) Applicable law;
- (ii) This rule; and
- (iii) The parliamentary authority adopted by the agency.
(2)
- (A) Each member of the commission may serve as chair of the commission during the last year of that commissioner’s seven-year term.
- (B) The member second in seniority on the commission may serve as vice-chair during the sixth year of that commissioner’s seven-year term.
- (C) In the event a commissioner is reappointed by the Governor to serve a subsequent term, that commissioner shall drop to the bottom of the seniority list upon his or her reappointment.
(b)
- (1) The business of the commission will be conducted in public meetings pursuant to Robert’s Rules of Order.
- (2) All meetings will be conducted in conformity with the Freedom of Information Act of 1967, Arkansas Code § 25-19-101 et seq.
- (3) Regular meetings will be held monthly.
(4) Special meetings will be held on the call of the chair or three (3) board members.
- (c)
- (1) A quorum for the transaction of business is four (4) commissioners.
(2) A majority of commissioners present is required to transact business.
- (d)
- (1) The commission may create standing and ad hoc committees.
- (2) The commission chair will appoint members of committees.
- (3) A quorum for the transaction of committee business is a majority of the number of voting members of the committee.
(e)
- (1) The executive secretary of the commission will prepare the agenda for regular and special meetings.
- (2) The agenda will be distributed to agency members and commissioners and made available to the public in advance of the meeting.
(3) The agenda will state with specificity the items that will be considered at a:
- (A) Meeting;
- (B) Hearing; or
- (C) Workshop.
(4) The agenda will include the following topics as applicable:
- (A) The call to order;
- (B) Approval of minutes;
- (C) Old business;
- (D) New business;
- (E) Other business; and
- (F) Appeal hearings.

- (A) The order of the agenda items is intended to be flexible and may be adjusted to meet the needs of the commission.
- (B) Additionally, the agenda may be amended by appropriate motion.
