This section is enacted pursuant to federal law to authorize retired law enforcement officers to carry a firearm nationwide without a permit if they satisfy the following requirements:

1. (1) The officer is a retired law enforcement officer as defined by federal law;
2. (2) The officer carries a photographic identification card from their former law enforcement agency as defined by federal law; and
3. (3) During the most recent twelve-month period, the officer has met, at their own expense, the state's standard for training and qualification of active law enforcement officers to carry firearms.
