1. (a) To achieve uniformity in administration of Initiated Act No. 4 of 1948, § 13(c), (Arkansas Statutes § 81-1313(c)), the following standards shall be applied in computing compensation due for amputation of fingers:

   1. (1) Loss by amputation of one-half (1/2) or less than one-half (1/2) of the terminal phalange of a member shall be:

      1. (A) One-half (1/2) of the loss of the phalange; or
      2. (B) One-fourth (1/4) of the digit;

   2. (2) Loss of more than one-half (1/2) of the terminal phalange of a member shall constitute loss of:

      1. (A) The phalange; or
      2. (B) One-half (1/2) of the finger; and

   3. (3) Loss of more than one (1) phalange by amputation shall constitute loss of:

      1. (A) The digit; or
      2. (B) All the finger.

2. (b)

   1. (1) More than one (1) phalange means any bony loss in excess of the first phalange by reason of amputation but not the surgical rounding of the joint, or the smoothing of the articular surfaces, done for the convenience of the injured employee.
   2. (2) Ordinarily, the base of the nail may be used as a gauge of one-half (1/2) of the phalange.
   3. (3) In disputed cases, more accurate measurement may be made by use of x-rays.
