The Jefferson County Board of Health is hereby authorized to adopt, and to alter from time to time, rules and regulations for the proper implementation and administration of this subpart that are not inconsistent with the express provisions hereof. Fees for services authorized by this subpart shall be established, modified, and collected in accordance with such rules and regulations as from time to time put into effect by the Jefferson County Board of Health.
