This article shall apply to all law enforcement officials and employees in the service of the county or any board, agency, or instrumentality thereof except:

1. (1) Persons holding elective offices.
2. (2) Member of appointive boards, commissions, and committees.
3. (3) Persons whose employment is subject to the approval of the United States government or any agency thereof.
