1. (a) The board shall establish fees by rule adopted pursuant to the Alabama Administrative Procedure Act. The board may impose fees of not less than twenty-five dollars ($25) nor more than one thousand dollars ($1,000) for each of the following:

   1. (1) Initial application fee for an apprentice permit, hearing aid specialist license, and hearing aid dispenser license.
   2. (2) License fee for a hearing aid specialist license and for a hearing aid dispenser license.
   3. (3) Renewal fee for the renewal of a hearing aid specialist license and the renewal of a hearing aid dispenser license.
   4. (4) Permit fee for an apprentice permit.
   5. (5) Renewal fee for an apprentice permit.
   6. (6) Qualifying examination and retest examination fees.
   7. (7) Late filing fee for a business statement of compliance.
   8. (8) Late renewal fee.
   9. (9) Reinstatement license fee.
   10. (10) Duplicate license, certificate, or permit fee.
   11. (11) Replacement license, certificate, or permit fee.
   12. (12) Verification of license fee.
   13. (13) Mailing list fee.
   14. (14) Returned check fee.
   15. (15) Special assessment fee.
2. (b) A fee may not be refunded to an applicant or licensee under any circumstances.
