The following terms shall have the following meanings unless the context clearly indicates otherwise:

1. (1) BOARD. The Alcoholic Beverage Control Board of the State of Alabama.
2. (2) VENDOR. A person who is licensed by the board to sell alcoholic beverages for on-the-premises consumption and/or for off-the-premises consumption.
