The following entities may voluntarily, but shall not be required to, participate in the programs and services administered by the Office of School Readiness:

1. (1) Public schools.
2. (2) Private schools.
3. (3) Churches.
4. (4) Existing public prekindergarten programs.
5. (5) Existing private prekindergarten programs.
6. (6) Existing nonprofit prekindergarten programs.
7. (7) Any other entities or programs approved by the office.
