For the purposes of this chapter, the following terms shall have the meanings respectively ascribed to them by this section:

1. (1) COMMITTEE. The Hemophilia Advisory Committee established by this chapter.
2. (2) HEMOPHILIA. A bleeding disorder resulting from a genetically determined deficiency factor in the blood, or hereditarily resulting in an abnormal or deficient plasma procoagulant.
