When used in this article, the following words and phrases shall have the following meanings, respectively, unless the context clearly indicates otherwise:

1. (1) COMMISSIONER. The Commissioner of Agriculture and Industries.
2. (2) COTTON PRODUCER. A person who grows cotton.
3. (3) COTTON BUYER. A person who buys cotton from a producer on a forward contract.
4. (4) PERSON. An individual, association, partnership, corporation or other private entity.
