The purpose of the center is to promote the community that the center serves through funding of programs in all of the following areas:

2. (2) Economic development.
3. (3) Neighborhood revitalization.
4. (4) Infrastructure.
5. (5) Health care.
6. (6) Job training.
7. (7) Education.
8. (8) Crime prevention.
9. (9) Community planning.
10. (10) Recreation.
11. (11) Day care.
