The Legislature finds and declares all of the following:

1. (1) Students attending schools in this state would benefit from experiencing extended learning opportunities outside of the traditional classroom.
2. (2) Students are capable of learning both inside and outside of the traditional classroom.
3. (3) Students should earn credit for approved extended learning opportunities that facilitate their mastery of required skills or fulfilling state standards.
