1. (a) The program shall be administered by the commission, which may adopt any rules necessary for the administration of the program.

2. (b) The commission shall adopt standards for awarding grant payments to an eligible adult learner who satisfies all of the following:

   1. (1) Is a citizen or a lawful permanent resident of the United States.
   2. (2) Is a resident of Alabama.
   3. (3) Has not attended a postsecondary education institution for at least two years prior to his or her current enrollment.
