The Department of Corrections may expend funds appropriated for the department to procure services, materials, and items needed for programs and events of the department related to any of the following:

1. (1) Recruitment, training, and retention of law enforcement officers and support staff.
2. (2) Educating the public.
3. (3) Rehabilitation and reintegration of offenders.
4. (4) Further promoting the department’s mission.
