When used in this article, the following words and phrases shall have the following meanings, respectively, unless the context clearly indicates otherwise:

1. (1) COUNCIL. The council, mayor and aldermen, or other governing body.
2. (2) MUNICIPALITY. Any city or town now or hereafter created, except where clearly restricted.
