1. (1) SCOPE OF SERVICES

   1. (a) Written Policy, Procedure, and practice provide for a social services Program that makes available a range of resources appropriate to the program needs of the juveniles, including; individual, group, family counseling, drug and alcohol education, HIV and AIDS education, and special needs treatment.
   2. (b) The OATP program encourages and fosters the development and use of Community Resources to help juveniles.

2. (2) PROGRAM COORDINATION AND SUPERVISION

   1. (a) The social services program shall be administered and supervised by a person qualified and trained in the social or behavioral sciences.
   2. (b) Counseling personnel shall be available at a minimum of one to every 25 juveniles to provide Counseling and social services to juveniles.

3. (3) COUNSELING

   1. (a) Written Policy, Procedure, and practice shall provide that staff members are available to assist juveniles at their request; provision is made for staff intervention on an emergency basis.
   2. (b) Written Policy, Procedure, and practice provide for juvenile access to mental health counseling and crises intervention services in accordance with their needs.
