1. (1) The Authority Board in the appeal process has the authority to do the following:

   1. (a) Repeal the initial penalty provisions cited for the alleged violation of this chapter.
   2. (b) Uphold the initial penalty provisions cited for the alleged violation of this chapter.
   3. (c) Issue a new penalty provision related to the alleged violation of this chapter.
   4. (d) Issue an order stating the outcome of the hearing including any assigned penalty.
2. (2) A person aggrieved by the final order, within 30 days from the date of the final order, may seek judicial review in the circuit court by filing a notice of appeal.
3. (3) The Authority may bring an action against any person or entity to collect any fines, penalties or other monies owed to the authority.
