The Board, subject to the provisions of this chapter and the rules and regulations of the Board promulgated thereunder may grant, at its discretion, any person who has successfully complied with the requirements of the American Speech-Language-Hearing Association (ASHA) or an equivalent accrediting Association or Academy, and is a holder of a Certificate of Clinical Competence in speech-1anguage pathology or audiology or its equivalent, or who holds a current license in another state in speech-language pathology or audiology may be granted a license according to the following conditions:
