A referendum shall be held by an association, certified by the Board of Agriculture and Industries, on a statewide basis, at which time, affected producers of pecans who have 15 acres or more of pecan trees planted in a grove-1ike manner, may vote upon the question of whether they favor a three-year assessment in an amount not to exceed one-half cent (1/2¢) per pound on in-shell pecans produced in this state for sale within or without the state to be deducted from all sales.
