1. (1) All producers of sheep and goats in the geographic area covered by the referendum who shall be subject to the assessment levied shall be eligible to cast a vote in the referendum. If there is any question of eligibility, the Association certified by the State Board of Agriculture and Industries is authorized to request any additional information permitted by law.
2. (2) Each producer shall have one vote.
