1. (1) Prior to establishing a vending facility on federal property, the SLA shall submit an application and permit, in writing, to the head of property management for review and approval. Permits shall include:

   1. (a) location,
   2. (b) amount of space necessary,
   3. (c) classification of facility,
   4. (d) list of equipment,
   5. (e) number, location, and type of vending machines; and
   6. (f) other conditions as may be desired.
2. (2) When an application is disapproved, the chief official of property management shall advise the SLA in writing and shall indicate the reasons for disapproval.
