1. (1) Measurement of Service -- All water sold by a utility with 100 or more customers shall be upon the basis of metered volume sales except that the utility may, at its option, provide flat rate or estimated service for the following:

   1. (a) Temporary service where the water use can be readily estimated.
   2. (b) Public and private fire protection service.
   3. (c) Water used for street sprinkling and sewer flushing, when provided for by contract between the utility and the municipality or other local governmental authority.
   4. (d) Other flat rate service arrangements shall be submitted to and approved by the Commission.
2. (2) All meters used by any utility for metering sales to its customers shall conform to the standards for cold water meters as adopted by the American Water Works Association.
