Each utility shall install such instruments and meters as may be necessary to obtain a daily record of the load and a monthly record of the output of its plants. Each utility purchasing electrical energy shall install such instruments and meters as may be necessary to furnish full information as to the monthly purchases, unless the utility supplying the energy has already installed such instruments and meters from which the necessary information can be obtained.
